Hello neighbor and welcome to Aigburth Manor!

Aigburth Manor Association of Towson, Inc., AMA, was incorporated in 1951 for the purpose of jointly addressing issues facing our community and conducting activities to protect, maintain, improve conditions when necessary, and increase the value of community properties.

The AMA Board of Directors consists of Officers elected from our community at the annual meeting held in February of each year.

Your Board of Directors meet in February, May, August and November and all AMA members are encouraged to attend the meetings, contribute your input and voice your opinions or concerns. In addition, special membership meetings can be called by the President or upon written request of ten (10) AMA members.

For us to have a stronger voice in helping communities, AMA has joined with other community associations to form the Towson Communities Alliance (TCA). Our representatives strive to ensure that this much larger group addresses our community’s needs. We work closely with the Baltimore County Council and other leadership to address issues in our community such as traffic, zoning, and parking – to name just a few. We cooperate with similar community associations sometimes sharing in legal costs to overcome violations. We have yearly dues as described on the enclosed membership/dues renewal application to provide a fund to meet these expenses, operational costs, and to support community activities. By working together with other community organizations, we have had many recent ‘successes’ in areas like more friendly use of the zoning process, stemming student incursion, and working with planned community developments to insure as little detrimental change as possible, to name a few.

AMA also supports other community activities such as our annual block party, a winter social and for the children, Santa visiting the neighborhood on a fire truck, prior to Christmas. We plan on continuing a ‘clean-up’ day each year, with county dumpsters located in our area for our use.

We invite you to attend one of our quarterly board meetings at 7:00pm on the second Tuesday of the months stated above and are currently held in our neighbors’ homes. The meetings only last about 45 minutes and light refreshments and snacks are served afterwards. This is a great way to get to know your neighbors by socializing after the meetings! Please let us know if you would like to host a meeting.

1. We live in a quiet residential neighborhood. Please be courteous to your neighbors and observe the Baltimore County ordinances regarding noise between 11 PM and 7 AM. As of 1993, there is a “no undue” noise ordinance in effect at any time of day or night. Residents and landlords can be cited for noise violations.
2. We pride ourselves on the beauty of our neighborhood. Please help us by keeping lawns well-groomed and alleys clean.
3. The Baltimore County Government website is www.baltimorecountymd.gov. Contact information for agencies, information about County services, and many forms (such as parking permit applications) can be found there.
4. Baltimore County zoning regulations regarding rental properties state that when there is an absentee landlord no more than two unrelated persons may live in the house or apartment. When the owner is living in the house, the owner and two unrelated persons may reside there. Three or more unrelated persons living in a house or apartment constitutes a zoning violation. All rental properties must be registered with Baltimore County.
5. Trash collection is once a week. (refer to Collection Schedule link HERE)
   Leave the trash cans just outside your backyard, when you have an alley or on the front sidewalk, if you have no alley. PLEASE NOTE: “Baltimore County regulations require refuse to be placed in cans with tight-fitting lids. Metal or heavy-duty vinyl cans are acceptable. Do not set out trash or recyclables prior to 6:00 PM the night before collection day. Setting out materials for collection too early will be considered littering. Residents who do not comply can be cited for the violation. Cans left by the road after collection will be considered litter. Citations and interruption of service could result. Questions should be directed to the Bureau of Solid Waste Management at 410-887-2000. Secure lids on cans will help to discourage rodents.
6. Recyclable products are collected once a week and the schedule can be found at the link above. Leave them at your trash pick-up location the night before scheduled pick-up. Recyclable plastics, cans, glass, and paper products can be mixed.
7. Yard waste, grass, and leaves are collected every other week and the schedule can be found at the link above.
8. Authorized private collectors who charge for their services pick up Baltimore County Bulk Collection such as appliances, refrigerators, etc. Call 410-887-2000 to get the names and numbers of collectors in our area.
9. To allow access of service and emergency vehicles to our homes, please do not leave cars parked unattended in the alleys. Baltimore County tickets unattended cars in alleys.
10. You may need a resident’s parking permit to park your car on the streets in the neighborhood. Be sure to secure a parking sticker from the Licenses and Permits Office in the Baltimore County Office Building at 111 W. Chesapeake Avenue or see the County website.

Animal control is everyone’s concern. All citizens are concerned because of the close relationship between people and animals in our community. Baltimore County’s Animal Control, Animal Licensing and Animal Hearing Board strive to make this relationship as safe and enjoyable as possible for both citizens and their animals. Most animal (Pet) control problems are preventable.

Over population of unwanted animals and unrestrained pets are our most numerous complaints. Spaying/Neutering your pet and awareness and compliance with the laws will enhance the quality of life for both pets and citizens.

To attain this goal, specific laws have been created to address those issues special to animals. The Animal Control Division is responsible for the enforcement of these laws.

THE FOLLOWING REQUIREMENTS OF PET OWNERSHIP ARE IMPORTANT TO ALL CITIZENS OF BALTIMORE COUNTY

1. When off the owner’s property, all dogs and cats must be walked on a leash. If chained outside, chains must have swivels. Chain collars may not be used, except when training.
2. All dogs and cats must be vaccinated against rabies once they are over 3 months of age.
3. All dogs and cats must be licensed at 4 months of age. New pets must be licensed within 30 days and all animals moving into the county must be licensed in 30 days.
4. All animals must be provided a shelter for protection from wind, snow, rain, cold and the sun, as well as, food and water, daily.
5. Owners of female cats and dogs “in heat” must not leave their pets outside unattended. (Although spaying female or neutering male animals is not required, it is highly recommended.)
6. An animal that is allowed to bark excessively, to chase and/or to attack people or other animals, is considered a public nuisance.
7. If an animal bites someone, the owner and the bitten person must report the injury to the Police Department. You are responsible if your pet bites or injures another person or Animal.
8. Owners are responsible for the removal of pet waste on public and private property. Keep your yard and neighborhood clean.
9. Do not abandon or neglect pets you cannot keep. Call Animal Control for assistance.
10. Improper feeding, unsanitary conditions, animal combat, cruelty and neglect are all considered animal abuse. Check with your veterinarian or Animal Control for animal problems.

Animal Control officers are empowered with the enforcement authority for state and local laws involving animals. Persons violating these laws may be subject to fines.

First offense, $25. Repeated Offenses: $100. Criminal penalties may also be imposed up to $1,000 in fines, up to 90 days in jail, or both.

Persons receiving a violation notice must correct the situation and pay any appropriate fines or request, in writing, a hearing before the Animal Hearing Board within 5 days of receiving the violation notice.
